He purchased a car last year, and wanted to apply for a VIP number plate. Looking through the government website, he noted the formalities and the entire procedure.
He deposited Rs 5 lakh up front, after which the bidding was slated to commence. Note that this was for the number 0001. He simultaneously started bidding for the number 0007. After an intense round of bidding, he decided to opt out of the race for 0001. However, he ended up getting the 0007 for Rs 4 lakh. Therefore, the government had to return Rs 1 lakh to him. On the website, the government mentions that it will take 30 days to refund the amount. Unfortunately, that was not the case.
He received an Email from the government after a couple of months. In the Email, it was mentioned that he needed to print out a physical form, get stamps on it and submit it physically. CA Sahil Jain mentions that this is a barrier created by the government to elongate the refund process so as to keep a large amount of free cash to carry out its activities without borrowing from the banks. Finally, he had to sue the government in the Delhi High Court, after which the money was refunded in a matter of 1 week. He mentions that the government often does such things even in IT and GST departments. Hence, this should serve as a great reminder to the readers to be aware of such occurrences.
